The BCA Green Mark Scheme was launched in Singapore by the BCA (Building and Construction Authority) in 2005. Its goal is to drive Singapore’s construction industry towards creating green, environment-friendly buildings.

It is a rating system for green buildings that evaluates new and existing buildings for their environmental impact and performance, based on:

  • Indoor Environmental Quality
  • Environmental Protection
  • Other Green Features and Innovation
  • Energy Efficiency
  • Water Efficiency

This scheme has 4 certification levels – Certified, Gold, GoldPlus, and Platinum. Each new and existing building is required to meet the Certified level at the very least.

Singapore has set a target to have at least 80% of its buildings be Green Mark certified by 2030, however a revision in 2021 has caused over 70% of currently certified buildings to be ‘off the mark’. 

The Updated Scheme

Under the tightened revision, there are significant improvements that will enhance the existing built environment, and drive decarbonisation. In alignment with the United Nations’ Sustainable Development Goals (UN SDGs), the BCA worked to set aggressive energy-efficiency standards, as well as performance-based recertification.

In the past, Green Mark certifications were based on the score from fulfilling various assessment criteria, such as energy- and non-energy-related components. There were also prerequisites for chiller efficiency, which resulted in higher-than-average scores. As such, a building’s rating might not accurately reflect its energy efficiency!

In short, these revised standards are set to catalyse significant reduction in carbon emissions and energy consumption from buildings in Singapore. As such, energy efficiency is now the sole determinant of your building’s rating. In order to handle non-energy components, five sustainability sections have been developed, and building projects are eligible to apply for recognition in any or all of these areas.

Buildings in Singapore that fulfil the necessary criteria will be awarded badges accordingly, in recognition of their exceptional performance and effort in sustainability.
